Some property investment companies/clubs offer off-plan property developments at discounted prices. Essentially you are offered a discount against the projected sale price because pre-build sales are advantageous to the builder/developer. In return for their services and the discounts they have secured these companies may ask for a membership fee and/or a commission for the saving they make for you. In all cases you should establish for yourself that the discount offered is genuine and weigh up the savings against costs.
